NEW MEXICO VEHICLE REGISTRATION & TITLE SERVICES

VEHICLE REGISTRATION & TITLE

Here are the documents you’ll need to bring when you visit us at MVD Now to register and title your vehicle(s):

  • One (1) valid Driver’s License or ID for EACH person that will be on the title
  • Two (2) Proofs of New Mexico Residency if the primary form of ID is not from New Mexico| View list of acceptable NM Residency documents
  • One (1) passed emissions test (only for 35-year-old and newer motor vehicles in Bernalillo County. Diesel and Fully-Electric vehicles are exempt)
  • One (1) Proof of Insurance – In New Mexico, drivers must operate their motor vehicles with a minimum of liability auto insurance. Minimum auto liability insurance amounts required in New Mexico are $25,000 for bodily injury to or death of one person, $50,000 for bodily injury to or death of two or more persons, and $10,000 for property damage in any one accident. Bring one (1) of the following:
    • Current auto insurance card
    • Copy of your current auto insurance policy
    • A letter from your auto insurance company (on company letterhead) that verifies your auto insurance coverage.
  • One (1) Vehicle Title – It is recommended to bring untouched, with a completed Bill of Sale
  • One (1) Bill of Sale– Completely filled out by purchaser and seller | Print and Fill Out: MVD Form 10009 | Download Form

DOCUMENTS REQUIRED CASE BY CASE

  • One (1) Manufacturer’s Certificate of Origin (MCO) – when registering a NEW vehicle, the original MCO, not a copy, is required.
  • One (1) VIN Inspection–only required for vehicles coming from out of state.
  • One (1) Dealer’s Invoice – The original invoice or a certified copy of the invoice if the vehicle was bought from a dealer.
  • One (1) Power of Attorney – Only required if someone other than the person whose name will go on the title and the registration is registering the vehicle. We will need a driver’s license copy of the person giving and receiving Power of Attorney.
  • One (1) Affidavit of Gift of Motor Vehicle or Boat – needed when doing a transfer of a vehicle or boat as a gift. Both the donor and the recipient must sign the Affidavit of Gift of Motor Vehicle or Boat and have their signatures notarized. | Print and Fill Out: MVD Form 10018 | Download Form
  • Lien Holder Information– needed if the vehicle is being financed.

If your vehicle is being financed, we need to request the title from the company you are financing it from. To complete a financed vehicle registration–the name of the finance company, the fax number of the titling department, and the mailing address of the titling department are required. VEHICLE TITLE ONLY

Here’s all the information and documents you’ll need when wanting to title your vehicle(s):

In most cases, a vehicle is titled and registered at the same time. Click on this “Vehicle Registration & Title” link to know what to bring. If you only want to get a Certificate of Title, the New Mexico MVD will issue a title without registering the vehicle or issuing a license plate, under a limited number of conditions, as outlined below.

CERTIFICATE OF TITLE FOR A VEHICLE THAT DOES NOT OPERATE

This is usually a vehicle that is purchased for reconstruction or rebuilding, mechanically or otherwise, and one which the buyer does not intend to operate for an extended period of time. You must pay the title fee and the excise tax on the vehicle, but no plate will be issued. Once the vehicle is operable, you can come back to MVD Now to register the vehicle if you choose.

Here are the documents you’ll need to bring when you visit us at MVD Now to title a non-operating vehicle(s):

  • One (1) valid Driver’s License or ID for EACH person that will be on the title
  • Two (2) Proofs of New Mexico Residency if the primary form of ID is not from New Mexico | View list of acceptable NM Residency documents
  • One (1) Vehicle Title – we recommend that you bring the Title untouched, and fill out a Bill of Sale instead.
  • One (1) Bill of Sale– Completely filled out by purchaser and seller | Print and Fill Out: MVD Form 10009 | Download Form
  • One (1) New Mexico VIN Inspection – this is only needed if the title is coming from out-of-state.

CERTIFICATE OF TITLE FOR A VEHICLE THAT IS NOT INSURED

If you have purchased a vehicle for which you cannot get insurance, you can get just a Certificate of Title on the vehicle. You must pay the title fee and the excise tax on the vehicle, but no license plate will be issued. Once you do get insurance on the vehicle, you can then register the vehicle if you choose.

Here are the documents you’ll need to bring when you visit us at MVD Now to title an uninsured vehicle(s):

  • One (1) valid Driver’s License or ID for EACH person that will be on the title
  • Two (2) Proofs of New Mexico Residency if the primary form of ID is not from New Mexico | View list of acceptable NM Residency documents
  • One (1) Vehicle Title – we recommend that you bring the Title untouched, and fill out a Bill of Sale instead.
  • One (1) Bill of Sale– Completely filled out by purchaser and seller | Print and Fill Out: MVD Form 10009 | Download Form
  • One (1) New Mexico VIN Inspection – this is only needed if the title is coming from out-of-state.

AVOID RECEIVING A TAX PENALTY FROM THE STATE FOR LATE TITLING!

A penalty of 50% of the Motor Vehicle Excise Tax is imposed by the state on any person who lives in New Mexico and either:

  • Accepts transfer of a vehicle in New Mexico but fails to apply for a certificate of title within 90 days.
  • Accepts transfer outside the state and fails to apply for a certificate of title within 90 days of bringing the vehicle into New Mexico.

The 50% add-on penalty has the effect of increasing the tax rate to 6% (4% x 1.5 = 6%). When this tax happens, 25% of the tax goes to the Local Governments Road Fund, the rest goes to the Highway Infrastructure Fund.

OUT-OF-STATE VEHICLE REGISTRATION

Here’s all the information and documents you’ll need when wanting to register your out-of-state vehicle(s):

Important: You have 30 days from the date you became a resident of New Mexico to register your car.

DRIVER’S LICENSE RENEWAL

REAL ID & STATE IDENTIFICATION CARDS

Here’s all the information and documents you’ll need when wanting to get a REAL ID identification card:

Important: 

  • If you apply for a New Mexico identification card, you will be issued a temporary ID card while your regular ID card is being processed and mailed. Your old New Mexico driver’s license or an old ID card will be voided and may be used in conjunction with the temporary ID card for up to 45 days from the date of issue.
  • If you cannot provide proof of lawful status you can only apply for a standard ID card.

TO OBTAIN A REAL ID IDENTIFICATION CARD, YOU WILL NEED TO BRING THE FOLLOWING DOCUMENTS TO ANY MVD NOW:

Someone who does not meet the requirements of the REAL ID, but still needs an ID, can apply for the Standard ID card which allows them to do everything needed with an ID for now. Effective 05/07/2025, you must present a REAL ID-compliant ID or another acceptable form of identification to board a domestic flight, enter a federal building, military base, or nuclear facility.

Renew A New Mexico State Identification Card

If you are renewing your current New Mexico identification card to obtain a REAL ID identification card, please follow the REAL ID instructions listed above. If you are renewing your standard identification card and do not wish to upgrade to a REAL ID, you do not need to bring any documents in. Just make sure that your ID has not expired for over 1 year. If your ID has expired for over 1 year, you will need to bring in all of the documents listed above.

DRIVER’S LICENSE REPLACEMENT

Was your license stolen or misplaced? Here is what you need to know to replace your license.

  • As long as your license is not expired for more than 1 year, you can give us your social security number or other identification number used to obtain the license. We can look up your New Mexico record and replace your license without any additional documents. You will need to take a new picture.
  • If your license was stolen you can request a new Driver’s License number. You will first need to file a police report and bring a copy of it to the MVD office.

    DRIVER’S LICENSE WRITTEN TEST

    Here’s all the information and documents you’ll need to take the New Mexico Driver’s license written test: 

    The driver’s license written test is required for people who are applying for a first-time New Mexico driver license, or for those whose license has been expired for five years or more. This test is not required if you have a current out-of-state driver license. If your current license is from out-of-country, you are required to take the written test. In order to take your written test, you will need to provide the following:

    • One (1) proof of identity: Original Social Security Card, birth certificate, or photo ID

     

    Once you pass your written test, your score will be saved in the New Mexico MVD System. The knowledge exams are available in English, Spanish, Tagalog, Italian, German, French, Vietnamese, and Chinese. Please give yourself up to 2 hours to complete the written test. If you wish to walk into our offices for the test, we recommend that you call ahead of time to ensure that the test station is available. All class D (Driver) and M (Motorcycle) written test scores must be 70% or better to pass.

      DRIVER’S LICENSE ROAD TEST

      A passed road test is required for anyone applying for a first-time New Mexico driver license or those who have a license expired over five years. The test is not required if you have a current out-of-state driver license or if you will be surrendering your out-of-country driver’s license.

      MOTORCYCLE LICENSE

      Here’s all the information and documents you’ll need when wanting to get a motorcycle license in New Mexico:

      In the state of New Mexico, applying for a motorcycle license requires:

      • One (1) motorcycle license written test proof of completion AND One (1) motorcycle road test proof of completion

      OR

        MOTORCYCLE LICENSE

        You will receive a W, Y, or Z endorsement on your Driver’s License based on the engine displacement of the motorcycle used to complete the test and your age. Once you have met all of the requirements, bring everything below to MVD Now:

        If you do not have a valid REAL ID compliant New Mexico Driver’s License, bring the following:

        • One (1) proof of completion of a motorcycle safety course

        IMPORTANT: If you have a valid New Mexico Drivers License and want to add your motorcycle endorsement, you do not need to bring in all the additional paperwork mentioned above. You will only need to provide:

        • One (1) motorcycle license test proof of completion AND One (1) motorcycle road test proof of completion

        OR

        • One (1) proof of completion of a motorcycle safety course

          HANDICAP PLACARD

          Here’s all the information and documents you’ll need when wanting to receive or renew your Handicap Placard:

          TYPES OF DISABILITY PLACARDS

          FIRST-TIME HANDICAP PLACARDS

          RENEWAL OF HANDICAP PLACARDS

          When your New Mexico permanent disability placard expires, take the following to your nearest MVD Now office:

          • You can self-confirm your disability on the form. You DO NOT need a doctor’s signature to renew a permanent placard.
          • Your placard or placard number.

          RENEWAL OF TEMPORARY PLACARDS

          • If your temporary placard expires and you still need it, you must reapply and have your doctor re-certify your disability. | Fill Out Form: MVD-10383 | Download Form

          REPLACE YOUR HANDICAP PLACARD

          If your placard has been lost, stolen, or damaged, you will need to go in person to one of our MVD Now offices.
          You will need to:

          • Re-submit the Certificate of Eligibility for Parking Placard for Mobility Impaired Individuals | Print and Fill Out Form: MVD-10383 | Download Form
          • Self-confirm your disability on the form.
          • Provide your disability placard number.

          DISABILITY PLACARDS RULES

          • Placards for disabled parking allow you to park in designated handicapped parking spaces for easier access to buildings and businesses.
          • Only you can use the permit issued to you.
          • When you park, you must display your placard so that the permit number and expiration date are visible from the front of the vehicle.
          • Do one (1) of the following:
            • Hang the placard on the rearview mirror.
            • Put it on your dashboard if there is no mirror.

          INTERLOCK LICENSE

          Here’s all the information and documents you’ll need to get an Interlock License in New Mexico:

          If you were convicted of a DUI, you will need to obtain a special state interlock license before you are able to drive. Your driver’s license must be revoked for an interlock license to be issued. As part of your DWI/DUI interlock license, you’ll have an interlock device installed in your vehicle for a period of one (1) year. The state interlock license requires a breath-testing device (the interlock) that will require you to give a breath sample before you can start the engine. As you drive, you’ll be occasionally required to provide breath samples as well.

          Here are the documents required for a state interlock license, be sure to bring the required documentation:

            If you do not have a REAL ID compliant New Mexico Driver’s License or ID you will need to bring in all of the following documents:

            • One (1) proof of identity | View list of acceptable documents
            • One (1) proof of federal identification number (SSN)| View list of acceptable documents
            • Two (2) proofs of New Mexico Residency| View list of acceptable documents
            • Current ignition interlock contract (obtained through interlock provider)
            • One (1) Original, notarized ‘Affidavit for Ignition Interlock’ | Print and Fill Out: MVD 10456 | Download Form
            • One (1) Proof of Insurance (must be in applicant’s name or applicant must be listed as a covered driver and policy must contain VIN number). Bring one (1) of the following:
              • Current auto insurance card
              • Copy of your current auto insurance policy
              • A letter from your auto insurance company (on company letterhead) that verifies your auto insurance coverage.

            If your driver’s license has been revoked for five years or more, you will also need to retake the driver’s written and road tests.

             

            If you already have a REAL ID compliant New Mexico Driver’s License or ID you will only need to bring

            • Current ignition interlock contract (obtained through interlock provider)
            • One (1) Original, notarized ‘Affidavit for Ignition Interlock’ | Print and Fill Out: MVD 10456 | Download Form
            • One (1) Proof of Insurance (must be in applicant’s name or applicant must be listed as a covered driver and policy must contain VIN number). Bring one (1) of the following:
              • Current auto insurance card
              • Copy of your current auto insurance policy
              • A letter from your auto insurance company (on company letterhead) that verifies your auto insurance coverage.

            If your driver’s license has been revoked for five years or more, you will also need to retake the driver’s written and road tests.

            Please Note:
            If you have lost your Social Security card, you can obtain a copy from your local Social Security office.

            VIN INSPECTION

            Here’s all the information you’ll need when wanting to get a VIN inspection on your vehicle(s):

            A VIN Inspection is required only for vehicles coming to New Mexico from another state. The vehicle identification number inspection can be conveniently done at one of our MVD Now locations by one of our DMV specialists or we’ll even come to wherever you are in town!

            Important: MVD Now does level 1 and level 2 VIN inspections, level 3 is only able to be performed by law enforcement facilities.

            • VIN Inspections are required for all out of state title transfers or government titles.
            • To complete a VIN inspection the Public VIN (under the window) and Nader Sticker (driver side door jamb) must be visible.

            EMISSIONS

            Here’s all the information and documents you’ll need when wanting to get an emissions test done in New Mexico: 

            Emissions testing is required for motor vehicles registered or commuting anywhere in Bernalillo County. This also includes any New Mexico residents commuting to Albuquerque daily because of the potential emissions the vehicle is contributing to the county’s environment.

            • Emissions tests must be performed on all Bernalillo County vehicles 35 years old and newer.
            • Vehicles over 10,000 pounds do not require an emissions test.
            • Gas and Gas-Electric Hybrid vehicles must pass an emissions test every two years or any time the vehicle’s ownership changes.
            • Dedicated Electric and Diesel vehicles are exempt from emissions testing.
            • Motorcycles, ATV’s, boats and scooters do not require an emissions test.

            New Mexico Vehicle Emissions Testing Includes The Following Procedures:

            • Pollution control equipment check that includes the catalytic converter and other connections.
            • On-Board Diagnostic (OBDII) computer car emission test on vehicles 1996 and newer.
            • Any visible car smoke test to uncover burning oil or poor fuel combustion that results in toxic emissions.
            • Gas cap check to search for vapor leaks.
            • Tailpipe exhaustion analysis on vehicles manufactured between 1983 and 1995.

            Emissions testing checks the air care database for city regulated and required compliance. The air care database is administered and maintained by Albuquerque Air Care. If a failure or expiration notification from the air care database is returned, customers will be told to get their vehicle repaired and retested. If the vehicle passes emissions, the customer will be allowed to continue the transaction.
